The Board’s Mission

The mission of the Medical Board of California is to protect healthcare consumers
and prevent harm through the proper licensing and regulation of physicians and surgeons
and certain allied healthcare professionals and through the vigorous, objective
enforcement of the Medical Practice Act, and to promote access to quality medical
care through the Board’s licensing, policy, and regulatory functions.

Editor’s Spotlight

Today, we bring you a combined issue that covers the second and third quarters of
this year. With Halloween just around the corner, this issue includes some reminders
to help keep all the little goblins and ghouls healthy at school. Although parts
of California are starting to embrace sweater weather, fun in the sun can happen
nearly year-round in our state. So, we’ve also included some advice to help keep
you and your family safe whenever you are working or playing outdoors.

Keeping reading to see Board President Kristina Lawson’s update on our key priority
for this legislative session and her update about the membership of the Board. We
also have a recap of our most recent Board meeting.

Other articles in this issue include updates from the Midwifery Advisory Council
and the licensing and enforcement teams. Finally, since publishing the prior issue,
we’ve completed the Annual Report for Fiscal Year 2024-25. We encourage you
to take a look at the Board’s key achievements and various statistics related to
our work between July 1, 2024, and June 30, 2025.

In our next and final issue of the year, you can expect some updates and information
about new laws that take effect in 2026.

Consumer Corner: Keeping
Kids Healthy Throughout the School Year

With school back in full swing, and the Fall season upon us, children and families
may be at an increased risk of getting sick. The California Department of Public
Health has published guidance to help reduce the spread of communicable
diseases in schools and childcare settings. This guidance includes helpful reminders
for parents to reinforce with their children, including:

• Covering your face when coughing and sneezing.
• Discouraging sharing of personal items, like water bottles, utensils, and mobile
  phones.
• Keeping hands clean through frequent handwashing or using hand sanitizer.
• Staying home, when appropriate, to lower the risk of spreading certain diseases.
• Staying up to date on vaccines.
• When and why to wear a mask.

Following this guidance can help you and your loved ones avoid getting sick during
this school year. For additional resources or questions related to your child’s
health, contact your licensed healthcare provider.

Postgraduate Training Program
Resources Hub Now Available

The Medical Board of California (Board) is excited to announce the launch of its
new Postgraduate Training Program (PTL) Resources webpage, which
provides an overview of licensing documents, deadlines, and resources related to
the Board’s PTL Program.

This centralized resource is part of the Board’s ongoing efforts to streamline processes
and improve communication with training institutions by providing clear guidance
to help ensure that the Board receives accurate and timely submission of forms and
other documentation.

Whether you are verifying training participation, submitting documentation to the
Board, or assisting residents as they transition to a physician’s and surgeon’s
license, this webpage offers all the essential information needed in one convenient
location.

New DOCS Enhancements for License
Renewals and Medical School Transcripts

The Board has made important updates to its Direct Online Certification Submission
(DOCS) portal to further streamline the licensing process for institutions and applicants:

Postgraduate training programs must submit the Initial License Renewal (Form ILR)
through the DOCS portal. This enhancement allows for faster processing and a more
secure method for submitting required renewal documentation for residents.

Medical schools registered and verified through DOCS can now submit transcripts
without needing a signature, graduation date, or official school seal. This change
reflects the Board’s confidence in DOCS-registered institutions and reduces unnecessary
administrative burden while maintaining document integrity.

These improvements are part of the Board’s ongoing commitment to efficiency, security,
and modernization. These enhancements help ensure timely and accurate submission
of licensing materials.

Changes for Canadian Medical
School Graduates

Beginning July 1, 2025, the Liaison Committee on Medical Education (LCME) no longer
accredits Canadian medical schools. Accreditation responsibilities will shift solely
to the Committee on Accreditation of Canadian Medical Schools (CACMS). Without LCME
accreditation, Canadian medical graduates are classified as international medical
graduates (IMG) when applying to U.S. residency programs, and must obtain Educational
Commission for Foreign Medical Graduates (ECFMG) certification to enter U.S. ACGME
accredited residency programs. This includes:

• Passing USMLE Step 1 and Step 2 Clinical Knowledge (CK) within a seven-year period.
• Fulfilling clinical and communication skills requirements via a valid Step 2 CS
  result (if previously taken) or through an approved ECFMG Pathway.
• Obtaining ECFMG certification (required to begin residency and obtain a California
  Postgraduate Training License), followed by a full and unrestricted California Physician
  and Surgeon License once all postgraduate training and examination requirements
  are met.

ECFMG certification is now mandatory for participation in the National Resident
Matching Program Main Residency Match beginning with the 2025-2026 cycle.

ECFMG offers IMGs alternative pathway options to meet the clinical and communication
skills requirements. Each pathway has unique eligibility and documentation criteria.
Detailed information, including application deadlines and instructions, is available
on the ECFMG website.

Canadian graduates pursuing licensure within Canada can still follow the Licentiate
of the Medical Council of Canada (LMCC) route, administered by the Medical Council
of Canada. This pathway remains separate from U.S. residency and licensure requirements.

Because of these changes, future Canadian medical graduates should begin planning
early to meet the U.S. requirements and avoid any delays in their postgraduate training.

Midwifery Advisory Council Updates

Karen Roslie was selected to fill the public member vacancy, effective June 30,
2025.

The Medical Board of California (Board) is seeking applications from interested
parties for two licensed midwife positions and one licensed physician position on
the Midwifery Advisory Council (MAC). The vacant positions are for a three-year
term that will run through June 30, 2029.

At its September 11, 2025, meeting, the Midwifery Advisory Council (MAC) scheduled
its meeting dates for 2026. Meetings will take place on the following dates: January
22, April 16, and September 17, 2026. All MAC meetings are held via WebEx and begin
at 1:00 p.m. Subscribe

The 2024 Licensed Midwife Annual Report (LMAR) Summary has been posted to the Board’s website. In this report, you will find statistics
on the number of births supported by licensed midwives along with other client statistics
throughout the state.

The Medical Board’s Enforcement Program has Consultant and Expert Reviewer opportunities
for Licensed Midwives.

• Consultants evaluate the specific standard of care issues raised by a complainant
  to determine if further investigation is required.
• Expert Reviewers provide expert reviews and opinions on Board cases and testify
  at administrative hearings.

Enforcement Reminder: Proper
Evidence Submission

As part of the investigation process, the Board may request evidence from physicians,
which could include paper documentation or certain material evidence items. Any
physical items submitted to the Board should be sent either via certified mail or
through a carrier with tracking capabilities.

Hazardous materials, such as sharps or needles, should not be sent to the Board.
Instead, such items should be disposed of properly and in accordance with your facility’s
Medical Waste Management Program. However, the Board can
accept pathology slides, when sent through the appropriate procedures.

Protecting Yourself from
Skin Cancer

No matter the time of year, it’s important to stay vigilant about protecting your
skin from sun damage. UCLA Health offers the following advice on how to PROTECT your skin and reduce your risk of developing skin
cancer.

P — Protect Yourself from the Sun

Ideally, protection begins before any exposure with Ultra-Violet Light (UV). Regardless
of your skin tone, always apply sunscreen and wear appropriate clothing.

Not sure what kind of sunscreen to choose? UCLA Health recommends a broad-spectrum
sunscreen that protects against both UVA and UVB rays. Apply it generously to all
exposed skin, including places like ears, lips, and feet. For the best protection,
wear long-sleeved shirts, pants, and shoes. Choose fabrics like linen to keep your
clothes light and breathable, helping you stay cool. Finally, add a wide brim hat
and sunglasses.

R — Risk Factor Awareness

Know your personal risk factors for skin cancer, including:

• Increased age
• Fair skin that burns and freckles easily and tans poorly
• History of sunburns
• Prolonged and/or repeated excessive exposure to the sun
• Previously diagnosed skin cancer or precancerous lesions
• Family history of skin cancer
• Atypical or numerous moles
• Skin damage from scars and/or burns
• Radiation exposure
• Hazardous chemical exposure
• Compromised immune system

O — Outdoor Activity Planning.

When possible, schedule outdoor activities before 10 a.m. and after 4 p.m. during
times of less intensive UV exposure. Consider holding activities in areas with shade
structures or bring your own. Even if the sun isn’t shining brightly, cloud cover
does not eliminate UV exposure. Additionally, UV light can reflect off water, sand,
and snow increasing your UV exposure risks.

T — Tanning Beds Should Be Avoided.

The U.S. Food and Drug Administration says the effects of artificial
UV exposure can be as dangerous as the sun’s rays.

E — Examine Your Skin Monthly.

Perform regular and thorough skin cancer self-evaluations, including the use of
a mirror to check hard to see places. According to the Mayo Clinic, skin cancer can happen anywhere on the body.

When checking, UCLA Health points out the following warning signs to look out for:

• A new growth on an adult that does not disappear within 4 to 6 weeks
• A skin lesion that grows larger and turns pearly, translucent, brown, black or multi-colored
• A mole, birthmark or beauty mark that grows larger, changes color, texture or shape
• An open sore or wound that doesn’t heal for more than 4 weeks or heals and then
  reopens or recurs
• A skin spot or growth that scales, scabs, oozes, erodes or bleeds for several weeks
• A growth with changes in sensation such as itching, burning, pain or tenderness
• Any worrisome skin lesion

If you see anything suspicious, consult your healthcare provider immediately. Early
detection is vital and skin cancer can happen regardless of age.

C — Consult Your Dermatologist Annually

It is recommended to have an annual exam performed by a dermatologist (a physician
who specializes in conditions that affect the skin).

T — Take Skin Health Seriously

According to the Skin Cancer Foundation, skin cancer is the most common type
of cancer, with more than 9,500 cases diagnosed daily. Taking appropriate steps
to protect your skin can minimize your risk of developing sun-related conditions.
