On the first weekday morning of the five-week closure of southbound Interstate 5 in Portland, worst-case predictions of traffic snarls as far north as Vancouver have not materialized.
“Traffic is light and flowing freely,” Celeste Dimichina, a communications consultant with the Washington State Department of Transportation, said Monday morning.
