Data center bill advances



MADISON (WKOW) – A bill aimed at regulating data centers advanced at the state Capitol, sparking debate between Republican and Democratic lawmakers. The bill, backed by Republicans, is seen by them as comprehensive, while Democrats argue it falls short.

Democrats expressed concerns about the rapid legislative process.

“When you take a bill from idea to the Assembly floor in 11 days, that’s not a lot of diligence, and you’re not giving this issue its due,” said Rep. Deb Andraca (D – Whitefish Bay).

Democrats requested the bill be referred back to the Assembly Committee on Energy and Utilities for further review. Republicans argued that delaying the process could complicate regulation efforts.

“If we don’t pass the bill sooner rather than later, once something’s already in process, you can’t come and put mandates on after the fact,” said Rep. Shae Sortwell (R – Two Rivers).

Assembly Bill 840 includes provisions preventing data center operators from passing on increased energy costs. It also mandates a closed-loop system for water usage, requires an annual water report, and insists on land restoration if the project is abandoned.

“They care about rate payers? It’s in this bill. They care about the environment? It’s in this bill. They care about land use? It’s in this bill,” said Assembly Speaker Robin Vos (R-Rochester).

Despite these measures, Democrats questioned the bill’s thoroughness and stakeholder consultation.

“And pretending like rushing is equivalent to being serious, it’s a joke,” said Rep. Angela Stroud (D – Ashland).

The bill passed along party lines and now moves to the Senate for consideration.
